KOICA is a government agency that was founded in 1991 to provide grant aid programs that support the socioeconomic development of developing countries. Their various programs, including the Fellowship Program, Volunteer Dispatching Program, Humanitarian Assistance & Disaster Relief, and Bilateral/Multilateral Projects, aim to promote friendly and cooperative relationships with partner countries.

The KOICA Fellowship Program, also known as CIAT, invites policy-makers, public servants, and experts for technical training and knowledge sharing in Korea. CIAT has established partnerships with public organizations, research institutes, universities, and others in Korea to offer quality training programs that provide support to talented government officials from partner countries who wish to study and obtain a graduate degree in Korea. Participants of the CIAT Scholarship Programs report high satisfaction levels and after returning to their home countries, they contribute to their societies and strengthen bilateral partnerships between Korea and partner countries. The program serves to spread seeds of hope across KOICA’s partner countries.

Degree Level:

The Fully Funded KOICA CIAT Scholarship Program (Master/Doctoral) for 2023 is open to applicants who wish to pursue Masters or PhD level programs at universities in South Korea.

Eligible Nationalities:

Applicants must hold citizenship of countries designated by KOICA from among the OECD DAC List of ODA Recipients to be eligible for the scholarship.

Eligibility Criteria:

To be eligible for the KOICA Scholarship program, applicants must:

• Be government officials and officially nominated by their governments.
• Be preferably under the age of 40 (born after January 1, 1983).
• Be in good mental and physical health to study in Korea for the full duration of the program. Applicants with disabilities, but in good mental and physical health, are eligible to apply.
• Have obtained the required degree (minimum level of education indicated above) by February 28, 2023. Some programs have specific qualifications in terms of the level of education, so applicants should refer to the program information of each university.
• Have a good command of English, both in speaking and writing, as it is required to take classes conducted entirely in English and be able to write academic reports and theses in English.
• Meet the minimum field experience criteria, although applicants who don’t meet this criteria can still apply for the KOICA SP.
• For Master’s programs, the duration is preferably two years, and for doctoral programs, the duration is preferably three years after graduation from a KOICA Master’s degree program. Applicants with severe illnesses are not eligible to apply.
