Eligibility Criteria

Applicants must satisfy the following requirements before applying.

Employment Requirements

  • Be a citizen of an eligible country.
  • Be employed as a government official involved in economic policymaking or a closely related public-sector role.
  • Receive official nomination and support from the employing government institution.
  • Commit to returning to government service after completing the PhD.

Academic Requirements

  • Hold a master’s degree or an equivalent postgraduate qualification.
  • Apply for admission to an accredited Japanese university offering an eligible PhD program.
  • Demonstrate excellent academic performance and strong research potential.
  • Public-sector experience of at least two years is generally preferred.

English Language Requirements

Applicants must meet the language requirements of their chosen university. Commonly accepted qualifications include:

  • TOEFL iBT score of approximately 79–80 or above
